As we discussed in several Private messages, the information according to Guruwalk and the website of the Free Plovdiv Tour is indeed correct - the tour runs at 14:00h. Here's a short extract of the description of the Free Plovdiv Tour on this website:
Free Plovdiv Tour expects its guests every day at 11am and 6pm (from May to September) and at 2pm (from October to April) in front of the Municipality building on Plovdiv’s main street.
